Job Summary

Project Overview
The Government of Liberia, through the Liberian Ministry of Gender, Children, and Social Protection (MGCSP) is implementing the Liberia Women Empowerment Project (LWEP) (P173677) with financing from the International Development Association (IDA) of the World Bank Group. The LWEP aims to improve social and livelihood services for women and girls in targeted communities, foster positive social norms, and strengthen the government’s capacity to advance women and girls’ empowerment through a “whole community” approach targeting multiple actors and levels. The World Bank views this project as creating a platform for the empowerment of women where policy dialogue happens, evidence of what works is produced and disseminated, and partnerships are strengthened. The project will be implemented by the Liberian Ministry of Gender, Children, and Social Protection (MGCSP). ActionAid Liberia is a member of a consortium that has been awarded the contract of Lead Service Provider for components 1,2 & 3 of this project under the supervision of the Project Management Unit (PMU) of the MGCSP. ActionAid Liberia is leading the implementation of component 1B of the project which is aimed at Strengthening community mobilization and citizen engagement.
Summary of Role
The County Coordinator will oversee the effective implementation of the Liberia Women Empowerment Project at the county level in the county. This includes coordinating program activities, engaging with local communities, and ensuring that project outcomes align with the project’s objectives to empower women and girls. The positions will be responsible for managing relationships with local stakeholders, building community participation, and ensuring compliance with project timelines and deliverables.

Responsibilities


Program Implementation and Coordination


• Coordinate, monitor, and supervise all activities and project
implementation of LWEP in the county, according to the PIM.
• Manage the county implementation team, monitoring their performance and ensuring timely delivery of quality outputs.


• Prepare county-level work plans and training plans for deploying county-level staff and implementing project activities and components.
• Manage and monitor project budgets and expenditures at the county level.
• Address any challenges that arise regarding all LWEP activities in the county.
• Ensure the implementation of the ESF and GRM at the county level.
• Monitor and measure results and ensure data delivery for entering into the MIS for activities carried out in the county.
• Prepare and submit all required reports for the county on time.
• Ensure strong cooperation with and capacity building of county-level government counterparts on the different aspects of the project.
• Provide any technical training to staff or partners as needed and
appropriate


Community Engagement


• In line with the PIM, coordinate, monitor, supervise, and report on all activities and project implementation of LWEP in the county.
• Manage/supervise the county implementation team, monitor their performance, and ensure timely delivery of quality outputs.
• Prepare and communicate detailed county-level work and training plans for deploying county-level staff and implementing project activities and components.
• Manage, monitor, and review project budgets and expenditures at the county level.
• Lead in addressing and reporting any challenges that emerge
regarding all LWEP activities in the county.
• In collaboration with the field team, ensure regular reporting on the implementation of the ESF and GRM at the county level.
• Monitor and measure results and ensure data delivery for entering into the MIS for activities carried out in the county.
• In collaboration with the county team, prepare and submit all required reports for the county on time.
• In liaison with the Lead service Provider Manager, ensure strong
cooperation with and capacity building of county-level government counterparts on the different aspects of the project.
• Provide and or facilitate any technical training to staff or partners as needed and appropriate


Capacity Building and Training


• Coordinate and support the delivery of training and capacity-building sessions for project staff, community members, and local
stakeholders on relevant project themes such as gender equality,
social norms, and livelihood development.


• Identify gaps in knowledge or capacity among community members and staff and work to address these through tailored training programs.
• Promote the active involvement of women and girls in project
activities by ensuring that they receive adequate training and support to participate in leadership roles.
• Support local women’s groups and organizations in building their capacity to sustain empowerment and advocacy efforts beyond the project’s timeframe.


Monitoring, Evaluation, and Reporting


• Ensure that robust systems are in place to monitor and evaluate the implementation of project activities at the county level, working closely with the Monitoring and Evaluation (M&E) team.
• Oversee the regular collection of data and feedback from project beneficiaries to assess the impact of interventions and identify areas for improvement.
• Prepare and submit timely reports to the Regional Coordinator,
documenting progress, challenges, and successes in project implementation.
• Ensure that all reports, including narrative and financial, are
submitted in accordance with donor requirements and project
timelines.
• Use monitoring data to inform decision-making and improve the quality and effectiveness of project activities.


Stakeholder Management and Partnership Development


• Develop and maintain strong relationships with local stakeholders, including government authorities, traditional leaders, civil society organizations, and community groups.
• Represent the project in county-level meetings, forums, and networks to raise awareness about the project's objectives and activities.


• Identify opportunities for collaboration with local NGOs, community- based organizations, and other stakeholders to enhance the project’s reach and impact.
• Ensure effective coordination and information-sharing between
different partners and stakeholders to maximize synergies and avoid duplication of efforts.


Resource Management


• Ensure the efficient and transparent use of resources in all project activities, in accordance with project guidelines and donor
requirements.
• Support the management of financial resources allocated to the
county, ensuring that all expenditures are properly documented and reported.


Others


• Any other work as may be assigned by Supervisor and other appropriate staff.
