Job Summary
• To deliver a highly available and Quality Network that meets the expectations of the Business and the customers by effectively leading the operation and maintenance of Packet Core, Core, BSS, Data Nodes, Network Management Nodes that include but not limited to MSS, MGW, BSC, RNC, HLR, CBC, SGSN, GGSN, SASN, SACC, EPG, MPBN, WIMAX, OSS, MAPS, NMS, PABX
• Support the field Team with a Back-Office transmission.
• Ensure Efficient processes, Systems and Competent resources and structure are available and aligned to the above objective
Job Description
Responsibility:


  • Manage the day-to-day maintenance activities of Operation Department (BSS, NSS, Packet Core, Data Nodes) while ensuring optimal network quality provided and High services availability.

  • Ensure efficient utilization of any monitoring tool for network quality KPIs.

  • Ensure efficient utilization of NMS to track all operation and maintenance tickets.

  • Manage all kinds of configuration changes by BSS/Core/Packet Core/IP Engineers

  • Compile Quality Weekly and Monthly reports of the section, verify and consolidate management reporting data and statistics.

  • Reviews network performance analysis and perform network optimization and improvement.

  • Lead in the provision, configuration and regular updates of BSS/Core/Packet Core network nodes as per project management standards and best practices based on the type of involved organizations and requested products.

  • In liaison with PMO attend regular weekly meetings with projects stakeholders on schedule, quality, constraints, and corrections per project.

  • In liaison with PMO Prepare technical reports and solution feasibility study, including the estimated budget and time, in accordance with the activities requested.

  • In liaison with PMO Invest time/efforts/resources into industry research, innovative technologies, process optimization and ensure general quality control.

  • In liaison with PMO Ensure the development and implementation of work processes and procedures in line with the company quality system

  • Establish, implement and continual update goals, objectives, policies and procedures related to NSS/BSS/Packet Core components.

  • Implement, update and manage the escalation procedure and flow.

  • Ensure the implementation of O&M toolkit as per MTN Guidelines

  • Lead, Develop, Document, publish and police the Network Operations processes, procedures and policies as well as constantly improve them for business and MTN Group alignment on shared folder.

  • Implement a structured central backup database for all Core, Radio, Packet Cores, Wimax components and ensure it is updated regularly.

  • Ensure overall compliance and adherence of appropriate security controls, protection and availability.

  • Identify any internal and external risks, challenges and legislative requirements which could have an impact on the business and suggest specific tasks/functions/actions to eliminate or minimize any risks of non-compliance.

  • Provide leadership to the operation department team by building team’s competencies through adequate coaching, knowledge transfer, and training plan and manage the Reward, Recognition and Poor performance for the team within parameters defined in the MTN IPF process.

  • Maintain and enhance efficient work relationship while ensuring effective cooperation among staff by setting up of SMART objectives for everyone, tracking/reviewing their performance and timely correcting and guiding them all the way.

  • Discuss KPI Objectives with team and ensure execution to cascade the business Strategies and objectives to the Team and be a positive influence on the team’s contribution to same

  • Assist Core team with Roaming IREG testing in case of shortage in staff (staff on leave)

  • Ensure Network is monitored for Availability and Quality and deviations are reported timeously for remedial and permanent solution.

  • Manage end to end the lifecycle of an incident/fault by coordinating the right resources and resource groups, within or without the Network group to ensure the SLA targets are met.

  • Design and provide accurate Operational and management reporting on the activities of the Network Operations and the overall performance of the incident management process and the Network as a whole.

  • Serve as the last layer of escalation for all Network Operations matters as well as provide the related technical guidance and hands on knowledge transfer and coaching to the respective technical resources within the Network operations

  • The Position prepares and avails resources for the specification of project scopes, for project implementation, commissioning and Acceptance and may also be co-opted on Project Steering and/or Product development committees.

  • Preside over the Problem management processes ensuring that root cause analysis and research is carried out for all recurrent incidents until solutions are found and implemented; tracking and centralized documentation along the way is the responsibility and custodianship of this function.

  • The position budgets (OPEX and where necessary CAPEX) for the departmental requirements and is charged with the overall immediate, short, long term and tactical plans for the department in liaison with the CTIO.

  • Identify issues within the department that may pose risks or threats to the achievement of the department, division and business s objectives and will design controls to mitigate such risks.


  • Prime contact for all internal audits related to the activities and processes of the Network Operations function and is responsible for the execution and closure of the recommendations thereof.

  • Participate actively in PSCOM weekly meetings to discuss current and new product and services to be implemented.

  • Responsible for testing Terminals (Phones, Data Modem, Vouchers etc…)

  • Provide updated inventory report on monthly Basis to Line Manager

  • Perform other duties as may be assigned from time to time.

  • Set clear directions, goals and objectives for direct reports, monitor progress and maintain motivation.

  • Manage performance of team.

  • Mange staff career discussions, training and development and endure necessary actions/interventions are put in place.

  • Recruit staff for appointment

  • Embed risk culture. 

  • Independent thought and Judgment:
    Decision making relies on interpreting the departmental or functional business plan into required best practice, systems, rules, regulations and budgets to achieve business goals.

  • Decision making takes operational trends into account and generates multiple possibilities that involves trade-offs and juggling of multiple variables – thereby ensuring the best use resources.
