Request for Quotation (RFQ) – Vehicle Rental Services for One Year Montserrado, Margib and Bong County.

YOCEL is a social enterprise accelerator focused on empowering young people, particularly women and girls, to engage in entrepreneurship and job creation that will boost their economic livelihood and reduce poverty.

Mastercard Foundation’s Leaders in Teaching (LIT) initiative aims to transform secondary education across Africa by strengthening secondary-level teaching and learning so that young people have the 21st-century skills and competencies needed for employment, lifelong learning, and adult life. Working through a multi-partner implementation model, LIT is a holistic approach to enhancing teaching and learning, focusing on the following key programmatic pillars: 1) Teacher Recruitment 2) Teacher Training 3) Education Leadership and Management and 4) Teacher Motivation.  
 
The Leaders in Teaching program in Liberia aims to strengthen the quality of teaching and learning in secondary education in Liberia through close collaboration with the Ministry of Education and a variety of partners.  

Through YOCEL’s Elevate Program, we will be providing 21st-century skills and competencies needed for employment, lifelong learning, and adult life, through the integration of social entrepreneurship focused curriculum into the TVET sector, to ensure that TVET students are built to be employable and self-reliant while providing access to other youths in their communities, through job creation.

YOCEL is pleased to invite all eligible and reputable companies (“Vendors”) to submit quotations for the service of vehicle rental for the period of one year under the ELEVATE/LIT program, supported by the Mastercard Foundation through EDC. This request is issued in response to the solicitation detailed below.

2. Scope of Services:

The selected vendor will be responsible for:

• Providing well-maintained, fully functional, and roadworthy vehicles.


• Covering all vehicle registration, insurance, fueling, and routine maintenance costs.


• Ensuring timely replacement of vehicles in case of mechanical breakdown.


• Providing experienced and licensed drivers.

Ensuring vehicles are available upon request and within agreed timelines.

5. Evaluation Criteria

Quotations will be evaluated based on the following:

• Price competitiveness


• Vehicle condition and reliability


• Vendor experience and references

Compliance with requirements

6. Additional Information

YOCEL reserves the right to accept or reject any quotation, and to annul the procurement process at any time without incurring any liability.
