Practical Education Network (PEN) strengthens STEM teaching and learning through hands-on, inquiry-based methods that use low-cost, locally available materials. PEN’s training model equips teachers with practical pedagogical skills and supports education systems to adopt experiential, learner-centred STEM approaches.
Under the Mastercard Foundation’s Leaders in Teaching (LiT) Liberia programme, PEN is implementing the STEM pedagogy component to enhance secondary-level teaching and learning and support improvements in teacher recruitment, training, leadership, and motivation.
The programme is coordinated by Education Development Center (EDC) in collaboration with local partners and the Ministry of Education. PEN will train 2,000 STEM teachers, build the capacity of master trainers, develop hands-on STEM resource manuals, and support 10-15 learning lab schools.
Job Summary:
The Project Manager will provide strategic leadership, overall management, and coordination for the Leaders in Teaching (LiT) Liberia Programme implemented by PEN. The Project Manager will ensure effective delivery of the programme’s objectives — strengthening STEM teacher training through master trainers, developing resource manuals, and embedding hands-on pedagogies within Liberia’s education system.
Key Responsibilities:
Lead strategic planning, coordination, and execution of all project activities.
Supervise and mentor all project staff and consultants to ensure quality delivery.
Serve as PEN’s principal liaison with EDC, Mastercard Foundation, the Ministry of Education, Rural Teacher Training Institutes, and the University of Liberia.
Oversee the recruitment, training, and support of 41 master trainers and their subsequent cascade to 2,000 teachers nationwide.
Ensure quality development and validation of hands-on STEM resource manuals for teachers.
Manage project budget, financial compliance, and timely donor reporting.
Represent PEN in national-level education and policy coordination meetings.
Oversee data-driven learning and continuous improvement of the programme.
Ensure sustainability stra tegies are embedded in teacher training institutions.
Qualifications and Experience
§ Master’s degree or higher in Education, Project Management, or related field.
§ At least 10 years’ progressive experience managing large-scale education or donor-funded projects.
§ Proven leadership in teacher professional development or STEM education programming.
§ Strong stakeholder engagement, negotiation, and communication skills.
§ Familiarity with the Liberian education landscape highly desirable
Language:
Fluency in English (written and spoken) is required for all positions.
