Scope of Work and Deliverables The successful consultant will undertake a process modeled on best practices in institutional sustainability planning.
1. Institutional and Context Analysis
· Review existing strategic plans, architectural and operational documents, and financial data.
· Assess institutional capacity, governance, and staffing readiness.
2. Market and Benchmark Study
· Identify comparable African and global institutions.
· Assess trends, potential partnerships, and income-generation models.
3. Financial Sustainability Model
· Five-year financial projections for operations, programs, and facilities.
· Analysis of potential revenue sources (earned, contributed, endowment, government).
· Risk analysis and mitigation strategies
2. Programmatic and Organizational Sustainability Plan
· Framework for program delivery and evaluation mechanisms.
3. Environmental Sustainability Framework
· Strategies for energy efficiency, waste management, and green operations.
4. Implementation Roadmap and Performance Indicators
· Timeline with specific milestones and responsibilities.
· Monitoring and evaluation framework to track sustainability goals.
5. Final Sustainability Plan Report and Presentation
· A Comprehensive sustainability plan that clearly outlines deliverables.
· A Presentation to the EJS Center leadership team and key stakeholders.
Proposal Requirements Proposals should include:
1. Executive Summary
· Firm/individual name, contact information, legal status, and areas of specialization.
2. Qualifications and Experience
· Relevant experience in sustainability planning, especially for cultural or nonprofit institutions.
· At least two examples of comparable projects (preferably in Africa).
· CVs of key personnel.
· Two client references.
3. Technical Approach and Methodology
· Description of the proposed approach, data collection methods, and stakeholder engagement process.
4. Workplan and Timeline
· Proposed schedule with major milestones and deliverables.
5. Budget and Fee Proposal
· Detailed breakdown by task or phase.
· Include assumptions for travel, workshops, and deliverable production.
Please note: All consulting contracts will be subject to Liberian tax withholding (10 20%) in accordance with national regulations.
Evaluation Criteria
Proposals will be assessed based on:
1. Demonstrated expertise in sustainability and institutional planning (regional/continental experience a plus) – 30%
2. Quality and feasibility of proposed approach – 25%
3. Understanding of African contexts and the EJS Center’s mission – 15%
4. Strength and experience of proposed team – 15%
5. Cost-effectiveness and value for money – 15%
