Job Summary

1. Background
The Ellen Johnson Sirleaf Presidential Center for Women and Development (EJS Center) was founded to advance women’s public leadership and social development in Africa. As part of its commitment to shaping a bold vision for the future, the Center is embarking on a strategic planning process that will define its priorities and guide its work over the coming years.
In preparation for internal strategic planning, the EJS Centre seeks to engage external stakeholders, including partners, beneficiaries, and collaborators,to provide insights, feedback, and perspectives that will inform the process.

2. Purpose of the Assignment


The EJS Center is seeking the services of an experienced consultant to design, facilitate, and document an external stakeholder engagement session. The session will gather input on the Center’s role, impact, opportunities, and areas for growth. This will ensure the voices of external partners are reflected in the strategic planning process.


3. Objectives of the Consultancy


The consultant will be expected to:


§  Design a participatory and inclusive stakeholder engagement session.


§   Facilitate discussions to capture diverse perspectives, opportunities, and challenges.


§  Document stakeholder input, ensuring confidentiality and accuracy.


§  Provide a synthesized report of key themes, insights, and recommendations to feed into


the strategic planning retreat.


4. Scope of Work


The consultant’s scope of work will include:


1.    Developing an agenda and methodology for the stakeholder session in consultation with the EJS Center team.


2.    Facilitating the external stakeholder engagement meeting (in-person and/or virtual as applicable).


3.    Collecting, analyzing, and synthesizing stakeholder feedback.


4.    Producing a concise report capturing key themes, recommendations, and next steps, to be shared with stakeholders and used as an input for the retreat.


5. Deliverables


§  Proposed agenda and facilitation plan (submitted at least one week before the session).


§  Stakeholder engagement session successfully facilitated.


§  A summary report highlighting key themes, challenges, opportunities, and recommendations (max. 10 pages).


6. Duration and Level of Effort


The consultancy is expected to take place over a period of 4–6 weeks between January 12- February 20, 2026. The level of effort will include preparation, facilitation, and report writing.


7. Qualifications of Consultant


The ideal consultant will have:


§  Demonstrated expertise in facilitation of stakeholder engagements, consultations, or workshops.


§  Strong knowledge of strategic planning processes.


§  Excellent communication and documentation skills.


§  Familiarity with civil society, development organizations, and/or women’s leadership issues in Africa (preferred).


8. Proposal Requirements


Interested consultants should submit:


1.    A brief technical proposal (max. 5 pages) including:


§  Understanding of the assignment


§  Proposed methodology and approach


§  Workplan and timeline 


2.    Financial proposal (itemized costs, inclusive of fees and expenses). Kindly note that all contracts for consulting services will be subject to a 10 - 20% tax withholding in accordance with Liberian tax code.


3.    CV of consultant(s) highlighting relevant experience.


9. Evaluation Criteria


Proposals will be evaluated on the basis of:


§  Understanding of assignment and proposed methodology (40%)


§   Relevant experience and qualifications (30%)


§  Quality and feasibility of workplan (15%)


§  Cost-effectiveness of financial proposal (15%)
