Background
SOS Children’s Villages in Liberia, a member of the world’s largest federation supporting children without parental care, was established in 1981 through a partnership with the Liberian government.
Operating in Monrovia and Buchanan, the organization provides alternative care, family strengthening, child protection, education, healthcare, and community empowerment, ensuring children and youth
grow up in safe, supportive environments.

To mark this year’s International Youth Day, SOS CV Liberia is launching a two-month “Vacation Career Mentorship Pilot Program” targeting 80 young people from its programs, which include high
school students (grades 9–12), school dropouts, recent graduates, and university enrollees, with 55% female participation. Youth underemployment in Liberia exceeds 80%, reflecting a gap between education and labor market demands. Many students lack career counseling, workplace
exposure, and soft skills, leading to poor educational and career choices and limited economic
participation. This five-week pilot program seeks to address these challenges through mentorship, skills training, and job placements. A week-long career enhancement activity will boost participants’
Understanding of job culture and workforce readiness. Additionally, the project will climax with youth engagement in the national celebration of International Youth Day on August 12, 2025, under the global theme, “Youth Advancing Multilateral Cooperation through Technology and Partnership.”

Project Overall Objective: 
To enhance employability, career readiness, and personal development of young people in SOS  program services (alternative care and family strengthening) in Liberia through targeted mentorship,  skills training, and workplace exposure.  
 
As part of these efforts, SOS Children9s Villages in Liberia invites qualified individual consultant  or consulting firms (applicants must demonstrate their qualifications and relevant experience in relation to the  assignment. Over the three-week period also, the consultant is expected to train participants on the following topics: 
Career Preparation: CV/Resume and application letter writing, interview and public speaking, and job  culture/workplace ethics, including integrity.

 Shortlisting Criteria 
 
Applicants will be shortlisted based on the following: - A strong institutional portfolio with at least five (5) years of proven experience in youth training, career development, and job-readiness programing. - Demonstrated expertise in gender awareness and mainstreaming practices within training and 
mentorship programs. - Submission of the technical and managerial structure of the organization. (Note: Do not 
include CVs or detailed staff profiles at this stage. Key staff will not be evaluated during shortlisting.) - Valid business registration and tax clearance certificates issued in Liberia.

Consultancy for the Implementation of a Career Enhancement Pilot Program for Youths

Objective of the Assignment 
The objective of this consultancy is to support SOS Children9s Villages in Liberia in the design, delivery, and documentation of a six-week Career Enhancement Pilot Program for young people. The consultant or firm will be responsible for implementing mentorship, training, job placement facilitation, and capacity-building activities aligned with the project's goals. The intervention should empower participants to gain practical knowledge, career awareness, workplace skills, and exposure to various employment pathways. 
 
Scope of Services and Expected Deliverables 
The selected firm or consultant will carry out the following core activities: 
 
A. Program Design and Coordination 
o Finalize the overall structure of the six-week pilot program in consultation with SOS Liberias team. 
o Work along with SOS Children9s Villages in Liberia to identify and engage mentors, trainers, and industry professionals. 
o Develop a detailed training curriculum that includes soft skills, digital literacy, workplace ethics, and career planning. 
 
B. Skills Training and Mentorship 
 
o Facilitate career mentorship sessions, skills-building workshops, and exposure visits. 
o Integrate key topics such as CV/resume and application writing, emotional intelligence, 
interpersonal communication, problem-solving, and interview and public speaking. 
 
C. Job Exposure and Networking 
o Coordinate short-term job shadowing or internship opportunities for participants.                                                              
o Facilitate career talks and networking events with professionals from various 
industries. 
o Prepare youth for real-world work environments and employer expectations. 
 
D.  Training and Knowledge Transfer 
o Conduct a debriiefing and handover session with SOS Liberia staff. 
o Develop training manuals, facilitation guides, and a replicable toolkit for future implementation. 
o Ensure sustainability of approaches through staff orientation and capacity-building support. 
Youth Participant Profile: 
Total of 80 youth participants: High school students (grades 9–12), school dropouts, recent graduates, and university enrollees. 55% female, 45% male. From Montserrado and Grand Bassa counties. 
 
Team Composition and Required Qualifications: - Lead Consultant  
• Degree in Education, Youth Development, Social Work, or related field. 
• Minimum of 5 years9 experience designing and delivering youth empowerment or career  development programs. 
• Strong coordination, reporting, and stakeholder engagement skills. 
 - Training and Mentorship Peer Guidance 
• Background in career guidance, human resources, or youth training. 
• At least 3 years9 experience delivering employability, soft skills, or job readiness training 
• Familiar with participatory and learner-centered methodologies. 
 Reporting and Deliverables: 
• The Consultant will be expected to submit the following: 
• First Progress Report: Outlining methodology, work plan, and tools (within 1 week of contract 
start). 
• Mid-Term Progress Report: Documenting progress, challenges, and adjustments. 
• Final Report: Including outcomes, analysis, recommendations, and a sustainability roadmap. 
• Training Materials: All content used during training/mentorship sessions. 
• Success Stories/Case Studies: At least 3 brief narratives from program beneficiaries  
Consultant or Firm Qualifications: 
• At least 5 years of proven experience in youth development, workforce readiness, or career mentorship programs. 
• Strong portfolio or references related to similar work. 
• Knowledge of Liberia9s youth development context is essential. 
• Experience working with NGOs or development agencies is an advantage. 
SOS Children9s Villages in Liberia9s Role and Support will include: 
• Support mobilization of participants and local logistics. 
• Facilitate access to venues and communication channels. 
• Participate in joint monitoring and evaluation.
