Job Summary

Project Overview
The Government of Liberia, through the Liberian Ministry of Gender, Children, and Social Protection (MGCSP) is implementing the Liberia Women Empowerment Project (LWEP) (P173677) with financing from the International Development Association (IDA) of the World Bank Group. The LWEP aims to improve social and livelihood services for women and girls in targeted communities, foster positive social norms, and strengthen the government’s capacity to advance women and girls’ empowerment through a “whole community” approach targeting multiple actors and levels. The World Bank views this project as creating a platform for the empowerment of women where policy dialogue happens, evidence of what works is produced and disseminated, and partnerships are strengthened. The project will be implemented by the Liberian Ministry of Gender, Children, and Social Protection (MGCSP). ActionAid Liberia is a member of a consortium that has been awarded the contract of Lead Service Provider for components 1,2 & 3 of this project under the supervision of the Project Management Unit (PMU) of the MGCSP. ActionAid Liberia is leading the implementation of component 1B of the project which is aimed at Strengthening community mobilization and citizen engagement.
Summary of Role
The Financial Management Officer will be responsible for ensuring sound financial management and reporting for the Liberia Women Empowerment Project. This role will support budgeting, accounting, and financial compliance to ensure effective use of resources and adherence to donor regulations. The Financial Management Officer will play a key role in providing financial information to support decision-making and project implementation.

Job Description

Responsibilities


Financial Management


• Oversee all financial transactions of LWEP at the county level, including project accounting, day-to-day financial management, maintenance of financial records, budget category assignment, and project financial statements and reports preparation.


• Maintain complete county-level financial and accounting records in compliance with established financial and procurement policies and procedures.
• Keep a full audit trail of all financial transactions.
• Exercise fiduciary/financial responsibility over all components of the LWEP, including the development of budgets, at the county level.
• Contribute to the preparation and development of annual work plan, budgets, and withdrawal applications.
• Verify the eligibility and accuracy of all payments by ensuring that the documents comply with donor and Government of Liberia requirements.
• Participate in periodic evaluation and financial audits.
• Provide any technical training to staff or partners as needed and
appropriate


Financial Reporting


• Under the County Coordinator, oversee all financial transactions of LWEP at the county level, including project accounting, day-to-day financial management, maintenance of financial records, budget category assignment, and project financial statements and reports preparation.
• Maintain complete county-level financial and accounting records in compliance with established financial and procurement policies and procedures and report regularly to the County Coordinator.
• Keep a full audit trail appropriate for all financial transactions.
• Exercise fiduciary/financial responsibility over all components of the LWEP, including the development of budgets, at the county level.
• In collaboration with relevant staff, contribute to the preparation and development of annual work plan, budgets, and withdrawal
applications.
• Verify the eligibility and accuracy of all payments by ensuring that the documents comply with donor and Government of Liberia requirements.
• Participate in periodic evaluation and financial audits.
• Provide any technical training to staff or partners as needed and
appropriate.


Budgeting


• Prepare the monthly activity budget details for project and ensure strict compliance.
• Play key role in budget analysis.


Audit


• Work with the Internal Auditor to ensure that financial statements comply with local statutory requirements.
• Liaise closely with both the ActionAid and external auditors to ensure that audit timetables and guidelines are adhered to.
• Coordinate management response to internal and external audit
findings, and to ensure proper follow up on agreed recommendations of both internal and external auditors.
• Assist Manager in the implementation of the recommendations of audit.


Organizational Development Support


• Provide technical support to all staff in the Donor project area
including Partners.
• Support in ensuring development of accounting policies and
procedures in project area.
• Ensure sound application of human resources and financial policy standards.
• Support Finance Manager in partners’ appraisal, assessment and
selection process.
• Support in providing quality control checks on ensuring that valid input data are entered into the accounting systems.
• Provide financial advice, assistance and training to the Project
Management Team, Partners and community personnel as required for them to improve on their financial management skills.


Safeguarding Assets and Interests


• Ensure that ActionAid and Donor funds and assets are being used for rightful purposes as intended by donor.
• Monitor fixed assets acquisitions / movements
• Manage asset register and update the inventory records.
• Conduct physical inventory of all Action Aid and project’s assets.


SUN / VISION / TM1


• Maximize the use of the SUN, Vision & TM1 systems in the country programme.
• Maintain the integrity of SUN/Vision /TM1 systems and ensure regular backups of SUN to minimize risk impact of loss of data.
• Ensure finance staff are properly and adequately trained on SUN /Vision / TM1 and are able to maximize use of the systems especially for designing of reports using vision. writing and use of vision.
• Ensure TM1 database information is upto date and reconciled at all times


• Ensure availability of relevant user training manuals to all finance staff.


Accounting and Compliance


• Ensure compliance with local laws, regulations, and organizational policies regarding financial management.
• Conduct regular reviews of financial transactions to ensure accuracy and adherence to established procedures.
• Assist in internal and external audits by providing necessary
documentation and explanations.


Risk Management


• The post holder should safe guard the organization from errors that may result in Donor withdrawal, loss of funding, heavy penalties due to noncompliance with legislation and loss of integrity, low staff productivity and moral.


Others


 • Any other work as may be assigned by Senior Finance Officer and other appropriate officers
