Job Summary

Project Overview
The Government of Liberia, through the Liberian Ministry of Gender, Children, and Social Protection (MGCSP) is implementing the Liberia Women Empowerment Project (LWEP) (P173677) with financing from the International Development Association (IDA) of the World Bank Group. The LWEP aims to improve social and livelihood services for women and girls in targeted communities, foster positive social norms, and strengthen the government’s capacity to advance women and girls’ empowerment through a “whole community” approach targeting multiple actors and levels. The World Bank views this project as creating a platform for the empowerment of women where policy dialogue happens, evidence of what works is produced and disseminated, and partnerships are strengthened. The project will be implemented by the Liberian Ministry of Gender, Children, and Social Protection (MGCSP). ActionAid Liberia is a member of a consortium that has been awarded the contract of Lead Service Provider for components 1,2
& 3 of this project under the supervision of the Project Management Unit (PMU) of the MGCSP. ActionAid Liberia is leading the implementation of component 1B of the project which is aimed at Strengthening community mobilization and citizen engagement.
Summary of Role
The Gender and Social Officer will support the implementation of genderfocused interventions under the Liberia Women Empowerment Project. This role is responsible for promoting gender equality, challenging harmful social norms, and fostering community engagement on various gender-related issues, including violence prevention and social inclusion. The officer will
collaborate with teams and partners to strengthen gender justice and women’s rights within the communities, ensuring that interventions are effective and culturally appropriate.

Job Description

Responsibilities


Programming and Implementation


• Analyze, review, and provide relevant policy recommendations,
including methodologies and tools to integrate gender equality at all project stages.
• Plan, implement, and follow up on all gender-related activities at the county level.
• Apply gender-specific tools and gender-based approaches and
provide technical support to ensure the efficient and effective
functioning of the project in the context of gender equality and
women’s empowerment.
• Ensure that county-level technical teams implement all activities
(especially on gender-based violence and social norms) through a
gender lens and achieve the project’s gender-related outputs and outcomes based on analysis and interpretation of localized socio-economic gender-based conditions.


• Ensure the collection of gender-related M&E data at the county level and adequate records, documentation, and reports on gender mainstreaming activities.
• Maintain close coordination with the technical teams and liaise with contractors/consultants and all relevant government agencies and stakeholders at the county level.
• Organize review meetings with project beneficiaries, stakeholders, and implementing partners and visit project sites to monitor the implementation of all gender-related activities, policies, and instruments.
• Provide any technical training to staff or partners as needed and
appropriate
• Lead county engagement in gender equality and social safeguarding issues, including early child and forced marriage and female genital mutilation (FGM) and harmful norms.
• Influence PIL partners into gender equality inclusion and social
safeguarding
• Lead gender equality integration of the most vulnerable children, especially girls, across the county.


Strategy and Planning


• At the County and community levels, analyze, review, provide, and report on relevant policy recommendations, including methodologies and tools to integrate gender equality at all project stages.

gender-specific tools and gender-based approaches and provide
technical support to ensure the project's efficient and effective functioning in the context of gender equality and women’s empowerment.

Collaboration with Implementing Teams


• Collaborate with various teams and partners to implement gender- focused interventions effectively.


• Provide support in community dialogues, advocacy, and capacity- building initiatives to ensure cohesive implementation of gender- related activities.


• Participate in monitoring and feedback mechanisms to assess the progress of interventions and ensure alignment with broader project goals.


Advocacy and Awareness-Raising


• Coordinate awareness-raising campaigns on gender equality, social norms, and women’s rights in collaboration with community partners.
• Engage with local leaders, religious figures, and traditional authorities
to challenge harmful norms and foster supportive environments for gender justice.
• Support advocacy initiatives aimed at increasing the visibility of women’s rights and gender equality at the community level.
• Facilitate the involvement of women and girls in decision making
processes through targeted engagement and advocacy efforts.
