Peace Corps is an autonomous, international agency of the United States Government with operations in more than
60 countries. It operates in Liberia by the invitation of the Government of Liberia. Peace Corps/Liberia has
partnerships with the Ministries of Education and Health that outline broad areas of agreement of cooperation regarding the work of Peace Corps Volunteers in the country. Volunteers are assigned to government and non-government agencies and organizations, community-based organizations, universities, colleges, and schools to provide capacity building in education and community health while building cultural understanding between Americans and Liberians.
Job Description
Reports to: Deputy Director of Management and Operations (DDMO)
Basic Functions of Position
Under the direct supervision of the Deputy Director of Management and Operations (DDMO), the Human
Resource Specialist (HRS) coordinates all personnel actions for Peace Corps Liberia in accordance with Postspecific and United States Government policies. This employee will work closely with Liberian staff, U.S. Direct Hires, and U.S. government officials. This individual facilitates the recruitment, orientation, and support ofemployees throughout their contractual period in addition to working closely with the DDMO on a wide variety oftasks in a busy and diverse setting.
This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the candidate should be flexible, highly organized, creative, and able to multi-task and work independently.
Major Duties and Responsibilities
Recruitment and Selection of Personal Services Contractors (PSCs) 20%
• Ensures that process of competition for jobs is free, fair, and transparent for all positions hired, promoted, or eliminated.
• Guides supervisors/coordinators and staff in the development of job descriptions and ensures that all the key performance areas of the job are incorporated.
• Develops job announcements, advertises positions, receives and reviews resumes, and coordinates the
interview process with hiring managers.
• Conducts reference checks and prepares selection memos and contracts for all selected PSCs after final
negotiation and approval has been given by the Country Director.
• Prepares offer letters for successful candidates.
• Coordinates the security clearance process with RSO at Embassy for new staff both long and short term, and recertification of existing staff.
• Organizes, performs, and coordinates orientation and induction program of new hires.
• Coordinates all personnel departures and off-boarding processes.
Personal Services Contracts Management 50%
• Coordinates with the unit hiring the contractor to ensure that a Statement of Work and other necessary
requirements are included in the contract. Ensures that the contract is prepared and signed both by the
Contracting Officer and the Contractor prior to the incumbent's first day of work.
• Assures all requirements, such as security clearances, are met both before and during the contractual period.
• Initiates and prepares PSC Contract renewals and amendments.
• Develops and maintains a staff database containing personnel information, contract information, professional development of staff members.
• Manages data entry of the Personal Service Contracts in Peace Corps’ global database.
• Maintains knowledge of contract regulations, personnel policies, benefits coverage, Liberian Labor Law, and US Embassy Local Compensation Plan (LCP).
• Reviews staff benefits annually and advises DMO on recommended changes.
• Provides explanation of benefits/coverage of health insurance to staff.
Administrative and Financial Support 15%
• Manages HR folders and ensures alignment with PC records management best practices and guidance.
• Maintains all post-level timekeeping materials, such as leave forms and balances.
• Coordinates staff performance appraisal process, disciplinary actions, awards, and promotions.
• Manages an accurate calendar of administrative team activities and employee leave.
• Tracks staff anniversaries and coordinates the staff awards programs.
• Ensures staff compliance with human resources policy guidelines.
Training and Development 10%
• Coordinates creation and submission of all employee development programs in collaboration with respective
employees and supervisors/coordinators.
• Performs other duties as assigned by the DDMO, DMO or CD.
Safety & Security 5%
• Safety and Security of our volunteers is Peace Corps’ number one priority. All staff, including this position,
has a role in the Volunteer and Trainee (V/T) safety support system. The contractor shall become familiar with Peace Corps Manual Section 270 (Volunteer/ Trainee Safety and Security) and the Emergency Action Plan atPeace Corps Liberia, including the role of this position in an emergency situation. Contractor shall become
familiar with protocols for reporting and responding to safety and security incidents and report all safety and
security concerns expressed by V/Ts to the Safety and Security Manager, and CD as soon as possible. When
appropriate, the contractor shall support Safety and Security for V/Ts by assisting them to adopt culturally
appropriate lifestyles and exercise judgment that promotes safety and reduces risk in their home, at work, and
while traveling in Liberia.
• Contractor immediately communicates Volunteer safety and security concerns and issues to the Safety and
Security Manager (SSM) and Country Director (CD). Knowledgeable and supportive of Peace Corps safety and
security policies and procedures, including the timely reporting of suspicious incidents, persons, or articles.
Knowledge, Skills & Abilities
• Three or more years of administrative and financial experience.
• Bachelor’s degree or greater in Administration, Business, Finance, Law, or Human Resource Management
• Exceptional and proven written, verbal and interpersonal communication skills.
• Demonstrated sense of cultural awareness for both Liberian and American cultures.
• Excellent customer service skills.
• Demonstrated proficiency in Microsoft products with experience in Excel, Work, PowerPoint, and Outlook.
• Solution oriented and resourceful in problem solving.
• Excellent organizational and time management skills.
• Willingness to take initiative.
• Strong service attitude, personal integrity, interpersonal skills, and interest in Liberia’s development.
• Ability to work effectively with a team, as well as independently with little supervision.
Required Qualifications:
• Education: Bachelor’s degree in administration, business, finance, law, or human resources management.
• Prior Work Experience:
o Three (3) years of progressively responsible experience in human resources/ personnel management
work which includes position classification, financial accountability, wage administration, and other
personnel operations
• Fluent in written and spoken English.
• Strong computer and organizational skills, specifically Microsoft Word, Excel, Outlook, and PowerPoint.
• Excellent administrative and communication skills.
• Strict adherence to ethical standards of confidentiality and professional conduct.
Desired Qualifications:
• Education: Master’s degree in administration, business, finance, law, or human resources management.
• Prior Work Experience:
o Familiarity with U.S. Government financial and contracting management procedures
o Developing and giving presentations.
• Formal training in computer or IT courses (diploma, post-graduate course or certification).
• Ability to work on a regular Monday through Friday schedule with evening and weekend hours when necessary.
• Knowledge of Liberian labor laws and their application.
• Proven knowledge of recruitment and selection process.
• Previous experience working with an international organization.
